[ITA-515] Ability to define mandatory fields creating the ticket on SDv2

ITA-515 is about removing this incorrectly marked mandatory field which blocks usage of Service Desk v2, this is not about allowing you to choose which fields are mandatory.
From the description of the ticket and image I have documented this correctly, but if I have made any mistakes please let us know.
